Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just over a week before national elections.

Study Shows Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the positions of these parties, the study indicated.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed across the continent for the showing of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with many voters still undecided.

Every significant political faction have rejected a coalition with the PVV, meaning the party that comes second is most likely to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
